About your case, as what I have seen in other cases I'm pretty sure once you get removed in a contest, they cant manually add you anymore. As per the player who keeps harassing you it will be good if you gather evidences of him doing it and post it in Player Reports.

It is not possible to remove npc since they keep the balance so players wont get any storage lockers by just $5000. Also so players could participate in storage auction if there are no other players that will bid for storage locker.
