I generally think that this is a good idea for players who prefer role playing so that's quite useful if you just wanna do your jobs and stuff. But on the other hand, it could be abused by players who try to turf yet don't wanna fight (S3 is a mess, we all know). So you should not be able to activate passive mode when turfing nor when someone has already started shooting at you. Basically the way /leave works.
