Hi,
I remember having that problem, all i did is make sure to run Gta SA and SAMP client as Administrator (make sure to run both of them as Administrator).
That worked for me though, i hope it helps you as well.

Hello sarikkhan, just delete ur GTA files and install new. if you need a good files download it: LINKS ARE NOT ALLOWED after download a good version from here: LINKS ARE NOT ALLOWED and try again. if u got again the problem write here!

Hello, can you post at least one video or screenshot, it will be more easier for us to help you?
Try these methods:
Method 1
1. Press the Start Button and type "services"
2. In the Services list, search for "Windows Event Log".
3. Double-click on it, so another window will open.
4. Set "Startup Type" to disabled. Now restart your computer/laptop.
Method 2
Step 1. Go to Gta San Andreas Folder
C:/Program Files/Rockstar Games
Step 2. Right click on SAMP and the compatibility.
Step 3. set to Windows 98/Windows ME, check the box 'run as administrator' and 'disable visual themes'
Step 4. Click OK And you're done.
Method 3
Try updating your graphic drivers

If all this doesn't help then,
the most promising solution is to:
1) Uninstall the game
2) Remove all remaining files from ...Rockstar GamesGTA San Andreas... folder
3) Reinstall the game (Do not forget "Remove all remaning files from GTA San Andreas before re-installation including gta3 and gta_sa.set")
