Guys hello im s3player and i have questions... im from 2k16 and my game acc got deleted so after ban i decided to create account and start play again ... so now i remember that i have web acc from 2k16 ... i want to ask you guys can i just unlink game account from this web acc and, link it to 2k16 web acc... is it okey or not? I meant is it allowed or not?

You can unlink it yourself only from here select the account you want to from which server and then after you can start fresh from a new account.
