It's not a bug, when you purchase this upgrade you unlock all tints and lasers for the weapons. You'll still need to get each license if you want to buy the weapons themselves.

u need to buy the license first and then u can buy whatever u want

Unfortunately No, when you buy items from /shop you have to make sure if you really need them.
Once the Purchase is made it cannot be reversed.
Where as the Item you purchased is very useful as i also purchased the same thing when it was not possible for me to win 5 shooting challenges, so after buying this upgrade, the only thing i needed was to spend few more money on Weapon licenses.
And everything was fine and good as all tints got unlocked for me without winning a single shooting challenge.
