histeric scammed me in 2.5m i wanted to take a skin from him and he gave me it and didnt help me to do the steps at first but he did at the end tho , and my game is not accepting to put the skin he gave me and i deleted the skin he sent me and i want my 2,5m back and hes refusing saying : its not my problem that ur game is not accepting and u have my skin but i deleted the skin he sent it

Thats not server sided problem, you should have confirmed whether it will work or not first. And from what i can read, i guess it was just a skin mod, so i think there isnt any fault by the server itself. And yeah, The game isnt made by the server manager niCe, only this specific server is developed by him.

Its your Fault why you didn't just Bought TKs and Bought your skin from /Shop > Skins, and then Select the Skin that you want to Purchase.

Information: He told me that its not a skin in /Shop its a Terrorist Skin mod.

I guess, as he said that he was given a skin by the player "Histeric", so i think it might be just a skin modification to some in game skin, not to forget that there is a chance that it might be some different skin instead of his current one.
