The same problem was happening to me, all you have to do is run both GTA SA and SAMP in administrator mode and run GTA SA in Windows 98/Me.

Now the methods I'm about to list down here, most of them have been told already, but it's never worthless to try them all again!
1 -Now the first and the the main part of all, make sure you delete all your game files(Including the GTA San Andreas User Files) , if you have SA-MP installed, 2 files will remain which means you have to reboot your computer to complete the deletion of the files. After you've done that make sure you install the game somewhere else, in another hard disk for example. ( EXAMPLE : from C: to D:).
2 -Most of the times, this occurs because you have a GTA SA Version 2.0, which can be downgraded to Version 1.0 using a third party patch here.
3 -(NOTE : You can skip this step if it got downgraded successfully)
If you weren't able to downgrade it, pretty much because it's an unknown version of San Andreas, then you'll need to download a 1.0 Version manually. Before copying the new "gtasa.exe". file, you have to rename your current one to anything you want, irrelevant to "gtasa.exe" and then copy the new one.
4 - After you've done that, make sure you set both of gtasa.exe and samp.exe to run as an Administrator through Properties - Compatibility. And make sure you run the compatibility troubleshoot to fix your your settings.

Once you have installed Gta Sa, first open the offline game and play it for a few minutes to check whether its working properly or not, then Turn your antivirus off, and run SAMP setup as administrator, i guess you wont have any issues then.
